here is alternation on method 2. it depends on your ISP, and whether it uses static or dynamic ip.
if you are using direct dsl (without router, directly in your phone line(it is sort of a dial up)) or dial up, just use disconnect/reconnect in windows.
if you are using router then go to the page of your router in browser (it is usually 192.168.XXX.XXX read manual for more info bout your router adress), log in with admin username/password (default is usually Administrator/Administrator). then disconnect/reconnect in the browser (router page), and you will have different IP in 99% of the cases (1% is if your ISP uses static IP for users, but that is not really likely).
btw you dont need to clear cookies. i am using it all the time, and you only need to change your IP to bypass limit.

no need for clearing cookies, no need for hardware resets of modems, no need for proxies, just do it every time you hit the limit. if you cant understand what i mentioned above, just follow next steps:
if you are using dial-up (some dsl modems have this, as well as isdn and 56k(although ppl dont use later 2 for streaming)), just disconnect your current connection, and do a new connection.
if you are using a dsl router then:
1. go to your router, write down manufacturers name and model (although in most cases you only need manufacturer)
2. now either google or check user manual or call your ISP customer support for IP of your device manager. also check for default username/password
3. once you know IP and username/password, open your browser and type in that IP and login.
4. now in that window you either have connect/disconnect button, or you you need to get to broadband connections (or whatever is called in your router) to get connect/disconnect
5. every time you disconnect/connect you will have new IP and thus your limit will be removed.
repeat steps 3-5 for new time. usually takes me less then 10 seconds to do that
